The Philip A. The Connelly Award Program challenges individual Soldiers and units through competition and raises the overall readiness of units across the United States Army. See the message for winners. This program is available to select U. Army Reserve Component officers to fill actual and anticipated Active Duty vacancies. The purpose of this message is to clarify Army policy on the period of service for retirement awards. The Awards and Decorations Branch continues to see a high percentage of retirement awards with specific year periods of service.
Both Department of Defense DoD and Army policy prohibit the award of more than one decoration or service medal of the same type for the same act, achievement or period of service. For the purposes of this message, that means a recommender cannot use specific contributions recognized in prior assignments as justification for a retirement award.
